The film features life of Soviet country in the 20-s. The story is focused on the character of a major party leader. The film was inspired by life and activities of Bolshevik leader Sergei Kirov (1886 — 1934).

Sergei Kirov, the only rival of Stalin to lead the Party, was assassinated in 1934. The rumours spread that Stalin had something to do with it. Three years later this film came out to commemorate his life and work, and to hint that behind the murder were Trotsky and his clique.
